Right to Information (RTI)

The Right to Information (RTI) Act is a significant piece of legislation in India that promotes transparency and accountability in government institutions, ensuring that citizens can access information held by public authorities. Bahra University, being a recognized educational institution, is subject to the provisions of the RTI Act, 2005. The university has established a framework for the implementation of RTI to allow the public, including students, staff, and the community, to access information related to its activities, policies, and operations.

RTI at Bahra University: Objectives and Implementation

  • Transparency and Accountability: The university is committed to providing transparent access to information regarding its policies, academic programs, administration, finances, and other operational matters. This ensures that students, staff, and the public are well-informed about the university's functioning.
  • Designated Public Information Officer (PIO): Bahra University has appointed a Public Information Officer (PIO) responsible for receiving requests for information, processing them, and providing the requested details within the prescribed time frame. The PIO also handles appeals or grievances related to RTI requests.
  • Information Request Procedure: A clear and simple procedure is established for submitting RTI requests. A dedicated section on the university’s website or a physical counter provides guidelines on filing requests, the application format, and applicable fees.
  • Time-bound Disclosure: As per the RTI Act, information will be provided within 30 days of receiving the request. Requests concerning life or liberty will be processed within 48 hours. If information is denied, a valid reason will be communicated.
  • Online Information Portal: An online platform is available where students, faculty, and the public can access information proactively, such as annual reports, academic calendars, staff details, and policies, reducing the need for formal requests.
  • Training and Awareness Programs: Periodic training sessions are organized for staff, especially for PIOs and officials handling RTI, ensuring compliance with the Act. Awareness campaigns inform students and staff about their RTI rights.
  • Exemptions and Confidentiality: Sensitive information such as personal data, confidential research, or national security-related matters is exempt from disclosure as per the RTI Act.

Appeals and Complaints

If a request for information is denied or the response is inadequate, applicants may file an appeal with the university’s designated Appellate Authority. If dissatisfied, they may further appeal to the State Information Commission.
